Sealed bids for the investigation and repair of sanitary sewer laterals will be received by the City of Des Peres, City Clerk's Office, until 2:00 P.M., on Tuesday, November 21, 2023. The bids will then be publicly opened and read aloud at 2:05 PM in Council Chambers, City Hall, 12325 Manchester Rd, Des Peres MO 63131. Two copies of the bid must be submitted in a sealed envelope with the project name, date, and time of opening clearly written on the envelope. 


The work consists of two separate scopes/bids, the video camera investigation and actual replacement of deficient sanitary sewer laterals on private and public property. Contractors may submit proposals for either or both portions of the work. However, it is the City’s preference to use a different contractor for each phase of the work.


Bid packages will be available Friday, October 27, 2023 from the Des Peres City Clerk, 12325 Manchester Rd, Des Peres MO 63131, or they can be downloaded immediately at the link below.


All bids must be submitted on the proposal form furnished. A sample calculation sheet (Excel file) is posted below, and bidders are strongly encouraged to experiment with the spreadsheet when formulating their bids. In addition to traditional “open cut” repairs, the City is also requiring bids for pipe lining, which reduces impact on the residents’ yards. Specifications indicating city requirements are enclosed. The City will calculate the low bidder by applying the unit prices as bid to three typical projects out of the 39 completed between January 2022 and October 2023. Contractors wishing to install sewer laterals must be licensed plumbers/drain layers in St. Louis County.


Not less than the prevailing hourly rate of wages shall be paid to all workers performing under the Contract in this area according to the rates determined by the Department of Labor and the Industrial Relations of the State of Missouri.


The work under this contract shall not be considered as an exclusive agreement for all projects within the City. The anticipated term of the contract is January 2024 through December 2025.
