Sealed proposals for the construction of the Oak Drive Bridge over Northwest Branch Two Mile
Creek will be received by the City of Des Peres, City Clerk’s Office, until 2:00 PM (Prevailing
Local Time) on MARCH 2ND February 16th , 2018. The bids will then be publicly opened and read aloud at 2:05
PM in the Council Chambers, City Hall, 12325 Manchester Road, Des Peres, MO 63131. Two
copies of the bid must be submitted in a sealed envelope with the project name, date, and time of
bid opening clearly written on the envelope. If the bid is sent by mail, the sealed envelope shall
be enclosed in a separate mailing envelope with the notation “SEALED BID ENCLOSED” on
the face thereof.

The proposed project includes:
All work and materials including the removal and replacement of the Oak Drive Bridge.
Project work includes constructing a 32’-2” wide, 48’-0” long two span continuous
concrete solid slab bridge with concrete approach pavement, together with any
incidental work on the above project. The total length of improvements is
approximately 233 feet. The project is located in the City of Des Peres, Missouri
approximately 1 mile north of Manchester Road (Highway 100), 0.2 miles east of Bopp
Road, and 1.1 miles south of Clayton Road.

Bid packages will be available January 19th, 2018 from the Des Peres City Clerk, 12325 Manchester
Road, Des Peres, MO 63131 upon a payment of a non-refundable fee of $15 per set, or they can
be downloaded for free immediately by visiting
A prebid meeting will be held at 10:00 AM on February 6th, 2018 in Council Chambers, City Hall,
12325 Manchester Road, Des Peres, MO 63131. Attendance is mandatory to be considered
for the project.

All labor used in the construction of this public improvement shall be paid a wage no less than
the prevailing hourly rate of wages of work of a similar character in this locality as established
by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate,
whichever is higher.

The City of Des Peres hereby notifies all bidders that it will affirmatively ensure that in any
contract entered into pursuant to this advertisement, businesses owned and controlled by socially
and economically disadvantaged individuals will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of race, color,
religion, creed, sex, age, ancestry or national origin in consideration for an award. Bidders shall
be approved MoDOT Contractors. The contractor must have a responsive contractor
questionnaire on file with MoDOT seven (7) days prior to the bid opening.

Contractors and sub-contractors who sign a contract to work on this public works project must
provide a 10-Hour OSHA construction safety program, or similar program approved by the
Department of Labor and Industrial Relations, to be completed by their on-site employees within
sixty (60) days of beginning work on the construction project.
A DBE goal of 9% is required for this construction contract.
Bidders shall comply with the Employment Verification Program (E-Verify).
A bid security (certified or cashier’s check or a bid bond) in the amount of 10% of the bid shall
be submitted with each proposal in accordance with the Instructions to Bidders.
No 2nd tier subcontracting will be allowed on this project.

Proposals must be on the forms provided. The project will be awarded to the lowest, responsive,
responsible bidder. However, the City of Des Peres hereby reserves the right to reject any and
all bids, to waive any irregularities, and to re-advertise for bids with MoDOT concurrence, as
determined in the best interest of the City.

Retainage (if required) will be in accordance with applicable sections of the Missouri Standard
Specifications for Highway Construction. Retainage may be initiated during contract
performance if the City determines that certain events have occurred as outlined in Section
109.9.1. Release of retainage will be as outlined in Sections 109.9.2 and 109.9.3, as appropriate.
